perhaps it’s true that everybody knew. This would be analogous to the manner in which we all know surveillance is pervasive in police work, and yet police methods are by law forbidden from being used in evidence, or indeed even mentioned in court. The ban on mentioning police surveillance is there because they don’t want us to realise how much of it there is. We all know that, and yet it doesn’t seem to matter much. Perhaps the GCHQ stuff was the same?
